Adds new character style to the document.

Parameters
- id
- Id of the new style. (This must be unique within the document)
- name
- Name of the new style.
- basedOn
- Base style which this style should inherit from or nothing if there should be no base style.
Returns
- Einhugur.Word.CharacterStyle
- Newly created CharacterStyle object instance.
Remarks
This function can throw Exception.
